Make sure you have intsalled JDK first, and download Netbeans IDE from www.netbeans.org
1 - "su" to root
2 - change Netneans to runnable mode: chmod +x Netbeans*.bin
3 - then install it: ./Netbeans*.bin
About chinses input, you can use "Ctrl+Space" to switch to MiniChinput(if you have chose Chinese as your system language), then you can use chinese.
